It was originally pitched as an OVA, about half the storyboards were already drawn, and the dialogue had already been recorded. So FREEDOM ZERO is less a cash-in sequel than an unreleased chapter finally getting a screen.
The staff list backs that up: Hisashi Hirai on characters, Toshihiko Sahashi on music, and Kunio Ōkawara and Kimitoshi Yamane on mechanical design. Same hands that made SEED what it was.
